   In order to prevent all kinds of dangerous goods from flowing into the delivery channels, the Beijing Post Bureau recently issued a notice requiring Beijing express delivery companies to implement an inspection and seal system in the delivery of goods from March 1.
   The recent cases of "Guangzhou Tianhe Express Explosion" and "Beijing Tongzhou Express Mobile Phone Turned into Bricks" have once again aroused peoples worries about the express delivery industry, and "Express Real-Name System" has also become the focus of attention.
   Express delivery complaints increased by 30%, the main reason is the lack of self-discipline of enterprises
   At the same time, some illegal and criminal use of express delivery has also worried all walks of life. The latest "Analysis of Complaints Accepted by the National Consumers Association in 2011" published by the China Consumers Association shows that last year, the National Consumers Association accepted 6,920 complaints about postal and express services, a year-on-year increase of 31.0%, second only to sales complaints. Among them, Complaints related to express delivery services accounted for more than 90%.
   This analysis pointed out that consumers reported relatively more problems in express delivery services, such as delays, loss and damage, opaque prices, and difficulties in claiming compensation. In the view of Liu Junhai, vice president of the China Consumers Association and a professor at Renmin University of China, the chaos in the express delivery industry is not only the loss of mail items, the difficulty of fulfilling the promised delivery on schedule, and the damage of mail items, but also the false propaganda, unfair competition, and unlicensed delivery of express companies. Phenomena such as business operations are also more serious.
"The root causes of the chaos in the express delivery industry are internal and external." Liu Junhai pointed out that internal causes are the main reason. Express delivery companies are a new thing. The overall development of the industry is uneven, good and bad, and the overall quality of employees is low. , There is a serious shortage of high-skilled talents, and there is insufficient professional technology and management talents.    Liu Junhai believes that poor government supervision is an external cause. He said that both government regulatory agencies and enterprises should change their concepts and establish the concept of synchronization of development and regulation, or development after regulation, instead of focusing on development. Regulators should not blindly believe in free competition in the market and optimize the express delivery industry through competition.
   The express industry urgently needs "there are laws to follow"
   Regarding how to manage the existing problems in the express delivery industry, experts and scholars here give suggestions from the legal level, management level, service standards and other aspects.
   Liu Junhai believes that the management of express delivery chaos requires joint efforts from multiple parties: First, to establish the core value of honest management, express delivery companies must assume the responsibility of serving consumers and ensure timely and safe delivery. Second, the express delivery industry has strengthened self-discipline and enhanced service awareness. Third, the regulatory authorities must issue regulations on the express delivery industry as soon as possible to improve the express delivery industry regulatory system. When express delivery companies cannot achieve self-discipline, the government must use administrative guidance, administrative penalties and other means to intervene in administrative intervention and strengthen supervision and management. Fourth, consumers should strengthen their awareness of self-protection, especially the awareness of evidence preservation, to be well-documented and evidence-based.
   Wu Jingming, a professor at the School of Civil, Commercial and Economic Law of China University of Political Science and Law, pointed out that the barriers to entry in the express delivery industry should be raised. The express company is a profit-making enterprise, and the supervisory authority may require it to pay a certain deposit. In addition, the country must introduce legislation. In the period of rapid development of e-commerce, express delivery is closely related to peoples lives. The country must issue uniform, feasible and effective regulations to regulate the express delivery industry and ensure that there are laws to follow when problems arise.
   Chu Xuejian believes that the current "Express Service" standard is non-mandatory. Our country should formulate a national law and regulation that specifically regulates the express delivery industry as soon as possible. Legislation makes clear the responsibilities of all relevant parties, encourages express delivery companies to operate in accordance with the law, and effectively supervises and regulates market order.
Liu Junhai also pointed out that there should be a process of institutionalization, standardization, and integration. Other departments should also form a joint force. The industrial and commercial departments, public security departments, and the media should be involved to form a mechanism for information sharing and rapid and efficient linkage, and each perform its own duties. Only when they can cooperate with each other to achieve a good state of seamless docking, can they create a healthy, harmonious and standardized express delivery market.
